On 21 January 2016, NISCSS President spoke at a background briefing on South China Sea issues, which was held by the Office of Spokesperson for the 4^th Plenary Session of the 12^th National People's Congress and gathered over 70 Beijing-based journalists from about 50 international media. The background briefing was chaired by Madame Fu Ying, chairperson of the Foreign Affairs Committee of the 12th National People's Congress.
