On 31 October 2014, NISCSS President Wu Shicun attended the Fourth High-level Forum on Chinese Border Cities and delivered a keynote speech entitled “Approaches to Joint Development in the South China Sea”. The forum was hosted by Global Times, the National Security Policy Committee of China Society for Policy Science as well as Sina.

      President Wu talked about the importance of the South China Sea, the challenges facing the South China Sea, the obstacles to joint development in the South China Sea, and his thoughts on how to promote joint development.

      Present at the forum were also scholars and experts from the Department of Boundary and Ocean Affairs of Chinese Foreign Ministry, the Research Center for Ethnic Issues of the State Ethnic Affairs Commission, the Border Control Bureau of China's Ministry of Public Security, the Institute of Chinese Borderland Studies of the CASS and other organizations.
