Wu Shicun Had Field Study in Malta

On 11-12 June 2018, a delegation led by NISCSS President Wu Shicun conducted field studies in Malta. The purpose of this trip is to learn successful experience and practice of Malta in developing maritime industry, so as to provide policy recommendation to Hainan with regard to its development as a free trade zone and free trade port with Chinese characteristics.
The delegation visited Transport Malta and various companies of Maltese maritime industry, including Malta Freeport Terminals, Oiltanking Malta Ltd., Falzon Group, Palumbo Shipyard, Tug Malta Ltd., Pilotage Cooperative, Grand Harbor Marina, Valletta Cruise Port and Fenech & Fenech Advocates. The delegation also exchanged ideas with practitioners and experts of these organizations on the course of development of Maltese maritime industry, and how each sector of services has formed the synergy to contribute to the success of maritime economy.
According to Mr. Ivan Sammut, Registrar General of the Maltese Registrar of ships and seamen at Transport Malta, the boom of Malta’s maritime sectors is primarily due to Malta’s unique geographic location in the Mediterranean Sea, visionary development strategies as well as a strong and clear legal framework.
The delegation also visited the University of Malta and held talks with scholars from the University on various issues such as ocean governance, island tourism, island economy and opportunities of cooperation.
On 11 June, Dr. Wu Shicun met with Chinese Ambassador to Malta Mr. Jiang Jiang. Dr. Wu and Ambassador Jiang exchanged views on the current China-Malta relationship and the development of Maltese economy and its major industries.
