NISCSS Delegation on Field Study in Dubai, UAE

On 16-17 June 2019, a delegation led by NISCSS President Wu Shicun visited Dubai, the United Arab Emirates (UAE) for field study. 

 

Accompanied by Mr. Fu Yongmei, Chairman of the Hainan Chamber of Commerce in UAE, the delegation visited various government and business entities crucial for the development, operation and management of Dubai free zones, including the Dubai Financial Services Authority (DFSA), Dubai Multi Commodities Centre (DMCC), Dubai International Finance Centre Authority (DIFCA), DP World as well as the two ports under its management, Jebel Ali Port and Rashid Cruise Port. At the DFSA, the delegation met with its CEO Bryan Stirewalk, and the two sides had an in-depth discussion on the development of Dubai’s financial policy and financial services, as well as relevant practices and experience in legislation, supervision and regulation of the financial industry. At the DMCC and DIFCA, Dr. Wu held talks with their chiefs and exchanged views on issues concerning the improvement of business environment, company registration, global talent recruitment, free zone policy and legislation, and business dispute resolution mechanisms. During the visit to DP World and its ports, the delegation had a roundtable discussion with senior managers and experts there on port management, investment promotion, cruise business operation and cruise line extension. 

 

The NISCSS delegation also visited the Canadian University Dubai and had a talk with its administrative officers and scholars on various issues such as international academic cooperation on higher education, the course of opening up of Dubai’s education industry, as well as Dubai’s international universities’ management and human resources development. On the same day, President Wu Shicun met Mr. Li Xuhang, Consul General of the Chinese Consulate in Dubai, and exchanged views with him on how to apply Dubai’s experiences to the construction of Hainan Pilot Free Trade Zone and Free Port.
