Russia, Japan agree on island dispute solution by year-end

"Russia's President Vladimir Putin and Japan's Prime Minister Shinzo Abe on Friday agreed to draw up proposals this year to end a row that has bedeviled their relationship for 70 years over a group of islands that lie between the two countries.

The dispute stems from the Soviet Union's decision, in the final days of World War II, to seize the islands, known in Japan as the Northern Territories and in Russia as the Southern Kuriles, that Tokyo says are its sovereign territory.

Meeting on the sidelines of a business forum on Russia's Pacific coast, the two leaders agreed that officials on both sides would keep working on a draft deal that Abe and Putin would consider when the Russian leader visits Japan in December."
