On the strategies of deepening opening up for cooperation between China (Hainan) and ASEAN in the context of the RCEP

【Abstract】The signing of the Regional Comprehensive Economic Partnership (RCEP) has brought new development opportunities to China, especially Hainan Free Trade Port. By analyzing China (Hainan)-ASEAN cooperation achievements and challenges in recent thirty years from the national level and the level of Hainan, this paper studies the main opportunities for opening up and cooperation between Hainan and ASEAN under the framework of RCEP. It proposes the basic ideas of opening up and cooperation in the aspects of cooperation orientation, development goals, policy linking-up, comparative advantages, and cooperation priorities. As for the measures, strategic investment is suggested to increase in ASEAN countries, and the image of China should be optimized and shaped. Meantime, it is suggested to build the blue economy partnership and the maritime community with a shared future, and formulate a strategic plan for cooperation between Hainan Free Trade Port and ASEAN. Furthermore, it is expected to strive for the lead support from the central government to implement the pilot RCEP rules in Hainan. In addition, an open cooperation platform within Hainan and ASEAN countries should be built, and the cooperation among the industrial parks in Hainan and ASEAN should also be further deepened.
