The South China Sea-themed sub-forum of the Boao Forum for Asia (BFA) Annual Conference is opened on 28 March 2015. It is organized by the National Institute for South China Sea Studies (NISCSS). The attendees include nearly one hundred experts and scholars from over ten countries and regions. Liu Zhenmin, vice minister of the Chinese Ministry of Foreign Affairs, attends the sub-forum and delivered a keynote speech at the opening ceremony.

Liu Zhenmin remarks that China is determined to maintain territorial sovereignty and maritime rights, while at the same time has been committed to resolving South China Sea disputes through negotiation and consultation with the sovereign states directly concerned. China’s lofty goal is to promote peace and stability in the South China Sea and has made real efforts to this end. The South China Sea is the common home of all the people in the littoral states. The littoral states should join hands to push forward pragmatic maritime cooperation and seek a creative way of thinking in order to create a "community of common destiny" and build the South China Sea into "a sea of peace, cooperation and friendship".

The participating experts and scholars agree to this and generally believe that the "dual-track approach", which is jointly initiated by China and ASEAN countries, is an effective way to resolve the South China Sea issue. The parties concerned should strengthen exchange and communication under this framework and promote pragmatic cooperation in the South China Sea among the littoral states.

This sub-forum is themed“South China Sea: Dual-Track Approach and Win-win Cooperation”. On 28-29 March 2015, participants will conduct discussion around the dual-track approach, maritime cooperation and other topics.
