Feng Liang is the Deputy director, a professor, and a doctoral supervisor of Collaborative Innovation Center of South China Sea Studies, Nanjing University. 

He obtained his bachelor’s degree in history and doctorate degree in history of international relations both from Nanjing University. 

He is a leading expert of major programs under Marxism studies and development project of the Propaganda Department of the CPC Central Committee and National Social Science Fund sponsored projects, as well as the chief editor of National Maritime Security, Master of Maritime Strategy, etc, granted the Special Allowance of the State Council.
