On 9 November 2015, during his visit to Belgium, NISCSS President Wu Shicun attended China-Europe Investment & Connectivity Cooperation Forum, and delivered a speech on China-EU maritime connectivity and related issues, particularly how to coordinate the 21st-Century Maritime Silk Road with the South China Sea issues.

This forum was co-organized by the Chinese Mission to the European Union and the EU’s Committee of the Regions. The four panels included “Exploring Synergies between the Belt and Road Initiative and European Investment Plan: Opportunities, Challenges and Priorities”, “China and CEEC (16+1) cooperation”, "Digital Economy and E-commerce: the Digital Silk Road & Digital Union", and "Strengthening China-Europe Connectivity".

Present at the forum were nearly 150 representatives from political, academic, investment and financial communities in China and EU countries. Ambassador Yang Yanyi, head of the Chinese Mission to the European Union, delivered a speech at the opening ceremony.
