President Joe Biden on Friday said he believed Russian President Vladimir Putin has made the decision to invade Ukraine, citing a “significant intelligence capability.”

“As of this moment, I’m convinced he’s made the decision. We have reason to believe that,” Biden told reporters during remarks at the White House.

It was the first time Biden has publicly said that he believes Putin has made up his mind, though he added that the U.S. and its allies will continue to work toward diplomacy until Moscow launches an attack.
