President Wu Shicun of the National Institute for South China Sea Studies told the Financial Times journalist

that 'China has completed all land reclamation projects. Land reclamation is one part of the construction on

the islands. The construction of civilian infrastructure (light houses, and other navigational aid facilities) has begun.'
