"According to reports, in the Russian port city of Vladivostok, Japanese Prime Minister Shinzo Abe and Russian President Vladimir Putin agreed to have a summit on December 15 in Nagato, Yamaguchi Prefecture, Abe's home constituency. The December summit will be preceded by a bilateral meeting during the annual APEC conference in November in Peru.

Since he reassumed office in 2012, Abe has endeavored to improve Japan's relations with Russia, with limited success. While no Russian senior official has visited Japan over the past four years, Abe has paid several trips to Russia in an attempt to forge a close personal relationship with Putin. The December summit in Nagato is a long-awaited outcome for Abe, as the last time Putin went to Japan was 11 years ago. During his stay in Vladivostok, Abe especially established a new ministerial post for the development of economic cooperation with Russia and appointed Hiroshige Seko, minister of economy, trade and industry for the position to demonstrate his sincerity about cooperation."
