"German Chancellor Angela Merkel, addressing students and academics in Tokyo on Monday (Mar 9), used the backdrop of World War II to comment on lessons learnt from conflicts.

She said that the Russian annexation of the Crimea and support for rebels in the Ukraine showed a failure to learn from history. She noted that Germany and Japan were aggressors during World War II and forced to surrender.

But they went from poverty at the end of the war to achieve great economic growth. She said this lesson was reinforced because both countries apologized and vowed never again to go to war."
